Canadian industrial capacity utilization experienced a decline, reaching 79.3% in the second quarter of 2025, down from a revised 79.9% in the preceding quarter. This figure surpasses market expectations, which were at 78.8%. The downturn was chiefly influenced by lackluster performance in core resource sectors. Notably, capacity utilization in the mining, quarrying, and oil and gas extraction sector decreased by 1.0 percentage point to 75.9%. This was largely due to diminished oil and gas production caused by wildfires and scheduled maintenance activities. Furthermore, the utilities sector saw a drop of 2.9 percentage points, bringing its utilization to 83.1%, as dry weather conditions negatively impacted hydroelectric generation. In manufacturing, utilization fell by 0.7 percentage point to 76.7%, primarily attributed to notable declines in petroleum and coal products output, which fell by 5.2 percentage points, as well as food manufacturing, which decreased by 2.6 percentage points.
